Changes in the government

The first vice-chairman of the regional government of Omsk Region Evgeny Vdovin was fired. He was considered a long-term political fellow of the regional governor Leonid Polezhaev, but lost credit after the visit of Dmitry Medvedev in the region.

Andrey Besshtanko replaced Evgeny Vdovin in the position of the region’s vice prime minister. 

Standard & Poor’s

Standard & Poor's agency reviewed its prognosis for Tomsk Region’s credit rating. The rating was updated from stable to positive. Long-term credit rating B- was confirmed, as well as Russian scale rating ruBBB. Financial analyst observed that the regional authorities successfully strengthen the budget structure, attracted more federal subsidies and loans than the agency expected.

As a result, in the view of S&P, Tomsk Region will spend only 9 percent of its earnings to service its debts instead of 12 percent. Credit rating may also be upgraded if the authorities of the region can negotiate the medium term of debt settlement.

Housing

Governor of Altai Region Alexander Karlin announced new mass construction program. The project suggests adding at least three more stories on top of existing buildings as a way of solving housing problems. The money for the project will be allocated by the governmental corporation “Foundation for the Housing Reform”.


Social issues

The first vice-chairman of the government of Altai Republic met with the representatives of the Ministry of Healthcare and Social Development of Russia. The federal budget will provide finances for the construction of three hospitals in the Republic.

Altai Statistics also announced reduction of back pay in the republic. At the beginning of this year back pay amounted to 6 million rubles. As of February 24, 2010 it reduced down to 1.5 million rubles.
