Opposition gets and stronger
Post-election situation in Nizhny Novgorod continued to heat up last week. Three opposition parties, the Communists, Liberal Democrats and Fair Russia deputies, made a coalition against United Russia. Altogether they have 20 seats in the City Duma (United Russia has 30) and can ruin the quorum.
This was there ultimate argument at a protest meeting on Saturday. United Russia cancelled the first City Duma session because political council of the party delayed approval of Viktor Lunin as their candidate for the seat of Duma’s chairman.
Oppositionists request that important positions in the government are given not to United Russia members only, but to other parties’ representatives like in the State Duma. in Moscow vice-chairmen’s positions are taken by the leaders of different political parties.
Strigino Airport
Alexander Sinelnikov, top-manager of Ekaterinburg’s international airport “Koltsovo” delivered his first press conference as general director of “International Airport Nizhny Novgorod JSC”. The promise made is a new passenger terminal completed and operating by 2014.
Koltsovo Airport is part of Renova group of companies and has recently become an investor upgrading Strigino air hub. Originally the company planned to reconstruct old building of the airport. After evaluation on sight the project was transformed. Larger space will be cleaned near the old terminal to build a brand new building.
The first stage will require about 1.1 billion rubles inflow. The second stage will be initiated after the traffic reaches 800 passengers per hour. After the third stage is completed, passenger turnover will make 960 passengers per hour.
Reconstruction of the runways will require 3 billion rubles and the money will be allotted by the federal budget, but not earlier than 2013.
International Airport Nizhny Novgorod JSC board of directors will soon vote on issuing additional shares for Koltsovo Airport to purchase. Koltsovo will possess 73.6 percent of stock of the new airport. Government of Nizhny Novogorod will own 25.001 percent of stock. The rest will be left for International Airport Nizhny Novgorod JSC.
Modernization process
Regional minister of economics reviewed results of single enterprise towns’ modernization. Due to all possible governmental support the employment level improved in all 13 townships. Some of the towns started developing new industries differing from their primary one which used to be the only industry employing townees. 7924 new jobs were created, 3166 being permanent employment. Development of self-employment, small and medium size businesses also helped. The government allotted 30.5 billion rubles for the modernization programs in 2010.
Construction
The Head of administration of Nizhny Novgorod Oleg Sorokin spoke before the city deputies about new approach to eliminating shabby housing. In the term of five years it is planned to move all people from all old houses to new buildings. The project will require 2-3 billion rubles per year. Financial sources will be formed by non-budget income, loans, investments and money earned from selling sights after demolition of old houses.
Spring apt to emergencies
High water season in Nizhny Novgorod promises to be complicated this year. Meteorologists say water reserves in the rivers’ water basins sometimes exceed average by 75 and 91 percent. Volga’s water supply is over 25 percent above average.
Emergencies agency is ready to act with 7 thousand employees alerted, 1700 items of special equipment and 115 shelter facilities for people in case of serious flooding.
Emergency agency also spread public announcements inviting volunteers to register for possible work in the summer. Last year forest fires covered huge territories exceeding average by hundreds’ times. Coping with fire was possible thanks to the help of 2500 volunteers.
People are offered to fill in an application and email it to the agency.
Quarantine lifted
African swine fever quarantine in Dzerzhinsk was lifted last week. The spot where the fever virus originated from, one hectare of land, is a restricted area for the next 50 years. No agricultural activity is allowed there for this period. A two meters wall will be built to barricade the infectious place.
The first risk zone of 5 to 9 kilometers from the epicenter is not allowed to have any pig farms for one year. Selling pigs is not allowed in the second risk zone for the nearest six months.
