Elected mayor of Perm
For the first time in Perm’s history its mayor was elected by the City Duma deputies. Igor Sapko, put forward by the United Russia, gathered all votes leaving zero preference to the other candidate Maksim Tebelev.
Governor of Perm Region Oleg Chirkunov participated in the inauguration ceremony and presented a broom (to stimulate executives to perform) and a public transport pass (to become close to common people) to the new mayor.
Long-term construction
Prolonged construction of a new Prenatal Care Center in Perm attracted attention of the federal authorities. Dmitry Medvedev requested that governor Oleg Chirkunov interfered and called those responsible to account. As a result, director of the construction company, Olga Mamchenko, was fired.
Plenipotentiary in Volga Federal District Grigory Rapota will personally inspect the facility. Chairman of the regional government Valery Sukhih appointed 8 governmental officials to supervise construction works at separate unites of the Center.
Prenatal Care Center construction started in 2008 and was scheduled to end in December 2010. But the contractor delayed the end of works until October 15, 2011. Investigation committee opened a criminal case against former director of the regional department of capital construction Natalia Mishlanina for falsifying documents and thus violating the project’s terms.
Perm’s Master Plan
Leninsky District Court of Perm held the first hearing of the case against Andrey Golovin, director of the municipal enterprise “Bureau of City Projects”. According to accusation, Andrey Golovin demonstrated “criminal arrogance” when signing contracts with foreign firms participating in elaboration of the Master Plan of Perm’s urban development.
Contracts do not specify the form of work results acceptance. No quality control and compliance with the technical requirements have been accomplished. Mr. Golovin personally accepted the work results, even though he has no professional competence in the matter.
Meanwhile, the case of divulgence of state secrets is under investigation. Police presumes that while elaborating Perm’s Master Plan, some important strategic information was disclosed to foreign parties.
Rector competition
Perm State Technical University is looking for a new Rector. Applications for the competition have been submitted by three well established men – the First Provost Anatoly Tashkinov, Provost for Science and Innovations Vladimir Korotaev and Provost for Education Process Nikolai Lobov. This list will be approved by the scientific council of the university and then forwarded for approval to the Ministry of Education of Russia.
