Pyotr Latyshev suggests using federal investment fund

Last week CEOs of the Urals Industrial – Urals Polar Corporation met with Elvira Nabiullina, Minister of Economic Development, and Dmitry Kozak, Minister of Regional Development of Russia. Results are quite unexpected.

Thus, Minister of Economic Development assured corporation’s delegates that the project would be included into Russia’s 2020 strategy of development. The ministry also promised to provide support in finding investors inside Russia and abroad for this project.

At the meeting with Dmitry Kozak, corporation’s CEOs spoke about current implementation issues of the project. They discussed the possibility to introduce innovative mechanisms for mining and industrial districts construction. Projecting two of such district has already started in Khanty-Mansiisk Autonomous District – Yugra, namely, North Sosvinsky and Khorasyursky districts. Corporation’s general director also spoke of the third industrial area Kharpsky on Yamal Peninsula.

After the meeting with Yamal’s governor, another communication was made. Shares of Yamal’s Railways Company which belong to administration of Yamalo-Nenets Autonomous District might be transferred to the registered capital of Urals Industrial – Urals polar Corporation.

Another working session was held in Moscow last week devoted to the development of railways in the northern part of the Urals Federal District, involving corporation’s delegates, Gazprom, Russian Railways, and administration of Yamal officials.

It was decided to make Yamal’s Railways Company the only owner and manager of railroads Korotchaevo – Novy Urengoy – Pangody – Nadym and Novy Urengoy – Yamburg. Thus, Russian Railways and Gazprom established a railway monopolist for Yamal.

The key news of the last week was made by Pyotr Latyshev and CEOs of Urals Industrial – Urals Polar Corporation regarding railroad Polunochnoe – Obskaya. They initiated negotiations with the federal bodies aiming to change the Federal Program “Development of the Transportation System of Russia in 2010-2015”. Corporation suggested that the construction of this trunk railroad should be financed from the Investment Fund of the Russian Federation.

Filipenko and Yakushev list as the best governors of the country

The list of the best governors of Russia now includes Vladimir Yakushev, governor of Tyumen Region, and Aleksandr Filipenko, governor of Khanty-Mansiisk Autonomous District-Yugra. Governors were picked by people based on honesty, unselfishness and good faith. 42% of Russian population consider these are the vital features of a good region’s manager.

Aleksandr Filipenko got 2% of voices for social improvements and 1% for economic improvements. Vladimir Yakushev got 1% for social improvements in his region. Yury Neelov, governor of Yamalo-Nenets Autonomous District did not get enough voices and is missing from the list.

Minister Dmitry Kozak amends Yakushev’s list

In July 2007 President Putin signed Act on Evaluation of Efficiency of the executive authorities of the subjects of the Russian Federation. This document was prepared by the governor of Tyumen Region Vladimir Yakushev and included 40 criteria of work efficiency. Last week Dmitry Kozak declared that at least one more item would be added to the list. “We will include trouble-free operation throughout the year as additional criterion of efficiency of work of executive authorities in the regions”, Dmitry Kozak noted. Special commissions are required to submit efficiency reports annually by September 1. Trouble-free operation will be checked out twice a year.

Investigation disclosed the reasons of Mi-8 crash

Interstate aviation committee published results of investigation of the reasons of crash of UTair Mi-8 helicopter on July 2, when 16 people died. It turns out that engines of the vehicle broke at landing while the helicopter was still in the air. Pilots noticed trouble at the rotary wing first, and then the system reported fire in the left engine. The aircraft landed at high speed, ran 8 meters further and lifted in the air again before final landing and devastating fire.
