Seminar in Kuzbass
Kemerovo hosted interregional seminar and meeting “Effectiveness of budget expenses”. The seminar brought governors of Siberian regions to the central city of Kuzbass. A number of state officials from Moscow were also present. Participants focused attention on the innovative measures of stimulating local economies, assessment of effectiveness of budget expenses and rising quality of governmental services.
Presidential envoy in Siberia Anatoly Kvashnin reported that the region received more money from the federal budget this year than in 2008. But not all the regions fulfilled their obligations equally well. General inflow of money into the budget reduced by 27%, particularly in Krasnoyarsk Region, Kemerovo and Irkutsk Regions.
GDP growth
Government of the Republic of Altai submitted the program of social and economic development of the republic for 2010-2015 to the State Assembly (El Kurultai, local parliament). This program presumes the rise of investments by 49.4 percent. GDP is expected to grow by 21% by 2015. Industrial production will grow by 21.8%, agriculture will increase output by 20%. The program requires investments totaling 83 billion rubles, 29.3 of which are expected to come from the federal sources.
Investigation process
Investigators from the prosecutor office of Barnaul exempted documentation from the mayor’s office of the city. Mayor Vladimir Kolganov has become the subject of criminal proceedings. The mayor’s office expressed displeasure with such an event, since they claimed they would have disclosed and presented any paper if properly requested by the prosecutor.
Fair elections
Communist Party and Liberal Democratic Party refused to sign Agreement for Fair Elections. The agreement was suggested by the political party United Russia and supported by the central election commission. The document was signed by members of United Russia, Fair Russia, Patriots of Russia and Yabloko divisions in Novosibirsk.
Mayor’s elections
Regional Duma of Tomsk Region finally adopted the new procedure of electing city mayors. The new law suggests that a mayor is elected by simple majority of votes. There will be no second tour of elections, which is supposed to save governmental money. Tomsk Regional Duma also cancelled the necessary condition for the winning candidate to pass 35% threshold.
