The President visits Kuzbass

Dmitry Medvedev made a working visit to Western Siberia. He participated in the launch of the first coal-bed methane production facility in Kemerovo Region (Kuzbass). The President was able to view the start of production at Taldinsky coal deposit via video connection.

Workers of the Evraz Group conducted a series of explosions in the south of Kemerovo Region to replenish iron ore resources of the Group’s enterprises.

Altai’s culture

Authorities of Altai Republic actively participate in the cultural life of the region. Speaker of the State Assembly Ivan Belikov wrote a play, which was staged a few weeks ago.

Now the parliament’s speaker Ivan Belikov and Head of the Republic Alexander Berdnikov are going to publish the Big Encyclopedia of Altai. They also initiated the talks with Altai’s elders about preservation of Altai’s sacred sites.

Harvest results

Altai Region announced the results of 2009 agricultural season. According to local statistics, the region takes the first place in the Siberian Federal District by the volume of agricultural production. It grew by 19.2 percent last year. The value of production equals to 78.8 billion rubles. Krasnoyarsk and Omsk Regions also demonstrated positive dynamics in this sphere.

Farmer’s land precedent

Rosselhoznadzor Novosibirsk Division (federal agency for supervision in agriculture) exempted land lots from the farmers who did not use them for several years. This is the first precedent of that sort land exemption in modern Russia. No wonder the news hit the tops of the federal news feeds quickly.

The agency exempted 50 hectares of farming land in the western part of Novosibirsk Region by the decision of the Court of Arbitration. The official reason is non-use of valuable agricultural resources. However, some of the observers call this precedent a new form of forced take-over.

The President visits Tomsk

President of Russia visited the city of Tomsk. He chaired a meeting of the Commission for Modernization of Economy and suggested making Tomsk “the city of the future for the new economic policy”.

CEO of the governmental corporation RUSNANO Anatoly Chubais persuaded the President to liberate control over the use of budget money in cases where the state and private business participate in a risky innovative project together. This will help to get the new system move on quicker.

The Commission also decided to actively involve big companies into innovative projects. Projects should be submitted in May this year.

Dmitry Medvedev also signed an order establishing the Center of Research and Inventions giving businessmen the chance to define independently “where to create the prototype of the city of the future, which will become the main testing site for the new economic policy”.

Entrepreneurs should be the people to put forward mechanisms of financing and taxation of this new territory.

Oil refineries

In Omsk Region Dmitry Medvedev held a meeting devoted to energy issues. CEO of Gazprom Neft’s oil refinery in Omsk, Alexander Dyukov, offered to exempt imported equipment for oil refining from the customs fees. This will allow the industry to re-construct its capacities and achieve the world’s standards of oil refining.

Alexander Dyukov also stated that the cost of equipment production in Russia is at least two times more expensive than production in India or China. Elaborating project documentation will take 10 years, instead of 5, Dyukov said.

Dmitry Medvedev paid special attention to the problem of illegal small oil-processing stations. There are about 196 such sites in Omsk Region, and 116 of them started work and sales operations without getting proper permits, certificates and without registration. Anti-monopoly service will have to deal with the owners of these stations following the President’s demand.
