Elections

Perm’s Duma amended the City Charter to introduce a new system of appointing mayors. General elections are cancelled and mayors will be appointed by the Duma deputies.

A group of human rights activists in Perm do not want to subdue to new rules.

Igor Averkiev, chairman of Perm’s Civil Chamber prepares to suit Perm’s City Duma and governor Oleg Chirkunov. He also establishes contacts with Sverdlovsk Region, Khanty-Mansiisk and Tyumen to struggle for the restoration of direct general elections at all levels including mayors and governors.

Mission possible

Press service of Perm’s governor Oleg Chirkunov reported last week that the governor established and became chairman of an interdepartmental anti-corruption council. This is the first official attempt of Perm’s regional government to create a high level structure dealing with corruption issues and uniting specialists of federal security service, Duma deputies, human rights commissioner, anti-monopoly agency and accounting chamber.

Daycare

Governor’s social program called Mother’s Choice will be implemented in Perm until at least the end of 2011. The program suggests reimbursement to families whose children can’t get a place at a municipal daycare center and have to go to private daycare providers.

Nearly 1 billion rubles has been spent already, but the result is quite impressive. In 14 municipal districts of Perm where the program is working, all children have easy access to daycare services either municipal of private.

Healthcare

Kungur, one of Perm’s prominent towns, has finally opened its only maternity center after having installed a new air ventilation system. The center lost its license 6 months ago due to multiple issues and had to close down. Last week the license was renewed and the first baby for the past months was delivered.

Crime

Law enforcement agency of Bashkiria traced criminals supposedly involved in an armed attack at Perm’s road patrol station. According to the available information, three suspects are religious fanatics.

Investigation tries to find out if there are connections with a local Al-Qaeda division neutralized in the Republic in 2008. However, FederalPress information suggests that no such connection has been clearly established. 

Biofuel

Last week official sources reported that a new civil production was started at a penal colony 9 in Perm Region. Prisoners will manufacture fuel pellets for the civil market. Pellets can be used in small boiler rooms to heat private homes and small business premises. Possible export of products to Europe is also an option.

Before 2009 Perm’s prisons used to produce fuel bricks utilized only by large industrial enterprises.
