Governors traditions

Governor of Chelyabinsk Region Mikhail Yurevich traveled to the farthest agricultural territories of the region which have sustained the worst damage from the dry season. The visit occurred on August 19, 2010 and finished with the governor appointing a special representative in Bredinsk municipal territory.

Thus Mikhail Yurevich followed suit of the former regional governor Pyotr Sumin who employed this technology in economically unstable territories not once.

Political scientist Aleksey Shvaigert spoke with FederalPress about this new political move of Chelyabinsk Region governor.

“On the whole I have skeptical attitude to the institution of governor’s special representatives. Why? Well, because it is nothing else but a gray election technology called “savior”.

Political expert recalled a number of occasions when ex-governor sent his representatives to troubled territories right before elections. Then miraculously these people became mayor.

Recent situation in Zlatoust, third largest city of the region, serves an example. “As a result mayor’s elections became a scandal and were held in “hand control” regime with no real competition”.

United Russia in Surgut

United Russia division in Khanty-Mansiisk Autonomous District officially has not yet suggested any candidate for the mayor’s elections in Surgut. The situation with these elections continues to be quite intense.

One of the strongest figures, Roman Markov, currently a vice-mayor, signed off and will not participate. Meanwhile, the amount of independent candidates continues to grow.

Head of United Russia division in Yugra, State Duma deputy, Vladimir Aseev compares today’s situation in Surgut with an election campaign in Megion four years ago. “Unsuspecting citizens chose a person from Samara who was a newcomer in town… as a result the mayor spent very few says at work, was not able to defend not one serious program for the city and became a subject of a criminal case”.

“I feel extremely worried about some candidates in Surgut starting their career with direct deceit of people and provocations”.

The Day of Ekaterinburg

Ekaterinburg, chief city of Ural Federal District, celebrated its 287th anniversary this Saturday, August 21, 2010. Mayor Arkady Chernetsky together with ex-governor Eduard Rossel and current governor Alexander Misharin participated in the celebrations.

Although the weather was quite gloomy and rainy, many citizens and city guests had fun in downtown, attending art song festival and motorbike show.

Sergey Tushin, information and analytics department director of the city administration, shared his comments about the events.

“I can say what I liked best. The Square of 1905 hosted a concert by Ural Youth Symphony Orchestra and Symphony Choir of Sverdlovsk State Philharmonic Society called “World Classics on the Main Square”.

“Superb concert. The program was perfectly prepared starting with Soviet time songs in the beginning. Despite of chilly weather, there have been enough listeners.”

Emergency situations service

Director of the Ural Regional Center of Emergency Situations, major-general Gennady Shmidt has been promoted to a new position in Moscow Office. He has been working in the Urals since March 2009 when a separate Ural Regional Center was established. To replace him major-general Andrey Znamensky was temporarily appointed acting director.

Sverdlovsk Regional Duma deputy Viktor Sheptii shared his impressions about the work of Ural Emergency Situations Office.

“About Sverdlovsk Region I can say that he has established all necessary mechanisms for cooperation and effective work in the region. I hope the service will not lose what he managed to achieve. And there always will be much help from people with the experience of regional work in the central office.”

Viktor Sheptii also noticed how appropriately prepared employees of the service were and how much professionalism they demonstrated at fire extinguishing work this summer. The only question in need of special attention is whether the Ural Office has enough employees, Viktor Sheptii added.

Ural Bank of Reconstruction and Development

Ural Bank of Reconstruction and Development JSC held shareholders meeting on August 17, 2010. The meeting approved the board of directors members and Anton Soloviev as new President of the bank. Anton Soloviev used to be vice-president and financial director of the bank since many years ago.

Valentina Muranova, Ural Banking Union chairlady, is sure the bank will follow its current strategy of development.

“I see no reason for commotion in the fact of UBRD changing its president. Sergey Dymshakov and Anton Soloviev developed the bank’s development strategy together. They both are professionals of the top level.”

Former president of UBRD Sergey Dymshakov will remain the bank’s shareholder. He is likely to be interested in the bank’s stability. As of today, UBRD has the biggest number of deposit account holders in the region.
