The conflict between fishermen and security forces began on June 1 with the order of Chief of Boundary Office of FSB in Kamchatka Krai. Agency bound fishermen to deliver aquatic resources on the peninsula only live, fresh or chilled, but in any case not in a frozen condition. Formally, Office acts in accordance with the federal law “On Fisheries”, which prohibits transshipment and freezing fish in sea since 2009. And the fishermen for the last four years have actually violated the law. According to industry representatives, the decision will lead to an almost complete shutdown in coastal fishing mode.
According to Executive Director of Kamchatka Union of Fishermen Sergei Krasilnikov, Kamchatka Krai produces about 300 tons of aquatic resources by coastal fishing quotas. Such number of fish is impossible to deliver on the coast fresh or chilled from the fishing areas. Already the region's fishing enterprises suffer huge losses. However, the border guards have their own opinion.
According to Boundary Office, catches, obtained in coastal waters of Kamchatka, must be discharged only in the collection points, which are determined by the regional government.
Kamchatka fishery managers are obliged to care not only for their wallets, but also for the interests of the residents of the region.
However, from the statements of the border guards it remains still unclear why in a few years they quietly looked at fish transshipment in the coastal zone. What has changed now? Why force ships to take the catches on the shore, where the plants are not able to take such amount of raw? These questions remain unanswered. Servicemen repeat only that they fulfill the requirements of the law, which, apparently, they have suddenly remembered.
Meanwhile, Kamchatka authorities stood on the protection of coastal fishery. According to Deputy Chairman of the Regional Government, Minister of Fisheries Vladimir Galitsin, dozens of ships of Kamchatka fishing companies engaged in coastal fishing, for more than ten days do not conduct fishing activities.
Coastal fishing is 70 companies, hundreds of ships and thousands of workers. If the decision will be valid on the territory of Kamchatka, than the most near-term outlook for our region is a loss of 150 thousand tons of the coastal quotas.
Meanwhile, the other day a decision was trying to find in Moscow. Kamchatka Governor Vladimir Ilyukhin asked Irina Yarovaya, elected to the State Duma from the region, to meet with Head of the Department of Coast Guard Border of Guard Service of the Russian Federation Yuri Alekseev and Deputy Head of the Federal Agency for Fishery Vasily Sokolov.
Today developed proposals are directed to regional border guard offices. Yuri Alekseev comes in Kamchatka to resolve the difficult situation. Earlier, Vladimir Ilyukhin already raised this issue before the leadership of the country. Head of the region asked to protect coastal fishing in Kamchatka and submit amendments to the federal law ”On Fisheries” which would eliminate unreasonable restrictions for fishermen.
