Defense industry

Representatives of the regional ministry of industry and innovations, Association of Industrialists and Entrepreneurs of Nizhny Novgorod and defense industry enterprises gathered for a round table discussion last week. Currently the government of Russia has 2-3 billion rubles of debit debt to different enterprises of the defense industry. The situation is still much better than at the start of 2009 when governmental debts estimated up to 9 billion rubles.

Industry representatives referred to old agreements with the Ministry of Defense and vice prime minister Sergey Ivanov promising to sign contracts for new orders in December 2009. The industry expects that the government fulfills its obligations and places enough orders before 2010 begins.

Aviation Construction Plant “Sokol” had to cut down technical re-equipment program from 400 to only 120 million rubles this year. The Plant’s wage debts have accumulated to current 61 million rubles. Sokol’s director Alexander Kazerin hopes to eliminate back pay once the government pays for the orders it placed in 2009.

New legislation

Regional government of Nizhny Novgorod held a meeting devoted to prospective development of the region. Three topics were on the agenda: governmental-private partnership law, special purpose programs of waste management and safety of food.

Joint governmental and private investor partnerships (GPP) are viewed as a way to use governmental and municipal property and resources more efficiently. The practice was difficult to introduce since there was no legal basis, definitions and regulations for this type of partnership. Now according to law, GPP is defined as mutually beneficial cooperation of Nizhny Novgorod Region and a private investor based on an agreement regarding development, reconstruction, servicing or exploitation of social and infrastructural objects. The law is expected to raise investment attractiveness of the region.

Special program of industrial and household waste management aims at improving ecology, epidemiologic situation, and liquidation of open air waste dumps. Under the program modern waste containers have been installed in big cities of the region. Garbage collecting trucks have been changed to new models. Remondis Company has launched a pilot project of gathering waste selectively and sending recyclable waste to specialized enterprises. The region plans to eliminate dumps and establish 8specialized waste ranges instead. These ranges will be used for waste handling, recycling and elimination, not just storage.

The program for improving the quality and safety of food started in 2007. Regular check-ups of food producers have been conducted since that time. A database has been created to register chemically and biologically contaminated goods in the regional market. There is a functioning laboratory testing products for GMO components.

Militia office building

Minister of Internal Affairs of Russia Rashid Nurgaliev arrived in Nizhny Novgorod Region to open newly constructed headquarters of the ministry division in Semenovsky district. The ceremony also engaged governor Valery Shantsev and the Head of Internal Affairs of the region Vyacheslav Bratanov.

The project cost over 140 million rubles (107.5 million allotted from the regional and 35 millions from the federal budgets). The building is fully equipped for various functions of this law enforcement agency. There is enough of modern telecommunications equipment with access to all necessary databases.
