Chemical weapons demolition

A complex for the destruction of chemical weapons was launched in Schuchansk area of Kurgan Region on May 29, 2009. The event brought the Minister of Industry and Trade of Russia Viktor Khristenko, chairman of a governmental commission on chemical weapons Grigory Rapota, governor of the Region Oleg Bogomolov and other federal and municipal officials to Kurgan Region.

Representatives from the countries, which participated in the construction and which provided technological equipment (USA, Great Britain, France and Canada) also came for the event. Thus, American senator Richard Lugar and director-general of the International Organization for the Prohibition of Chemical Weapons Rogelio Pfirter have come for the opening of the facility.

Viktor Khristenko points out that Russia will fulfill its obligations to destroy chemical weapons by the end of 2012, including CW reserves in Schuchie, Kurgan Region. By the end of 2009 1200 thousand tons of CW will be destroyed, Valery Kapashin, head of the federal department of safe storage and CW destruction, informed. The facility has been operating in a test regime since March 2009.

Autumn elections

Deputies of the Kurgan Regional Duma decided that the elections of Kurgan City Deputies would take place in October 2009 instead of March 2010. This amendment came necessary after the City Duma Deputies changed the City Charter introducing the new system of electing the city mayor. Since the mayor should be elected among the deputy of the Duma, their elections have been shifted several months earlier.

Kurgan’s budget 

Kurgan City Duma amended the city budget on May 28, 2009. The new edition has cut expenses by 480 million rubles. Budget earnings have been fixed at 3,25 billion rubles, expenses – 3.42 billion rubles.

Transport companies 

The City Duma also changed the scheme for the passengers who have the right for benefits in transport. General cost of a ticket in public transport now is 12 rubles. Privileged passengers used to have discounted tickets for 6 rubles each for 50 trips a month. Now their benefit cost is 8 rubles. Two rubles will be reimbursed to the transport company from the regional budget, 2 rubles will be taken care of by the companies themselves. The new scheme will be in effect until November 1, 2009.

Seasonal curfew  

The Regional Duma has adopted amendments to the law on administrative violations in the region concerning curfew hours for teenagers and children. Parents will take responsibility for letting their kids out after the curfew. In the summer, April through September, teenagers are not allowed to stay outside without adults from 11 p.m. until 5 a.m., in the winter, October through March, from 10 p.m. until 6 a.m.

The Quality of Kurgan

Kurgan hosted an exhibition “The Days of Small and Medium Business - 2009” on May 27, 2009. Expert news agency UralPolit.Ru and regional information agency FederalPress became the exhibition’s partners and participated in a meeting of the “Quality of Kurgan” Club, where they presented a new Internet project devoted to this label.

Chairman of the Regional Duma Marat Islamov underlined readiness of the government to support and promote goods labeled with the mark “Quality of Kurgan”. Such a complex and well-developed program aimed at the support of regional goods exists only in the Kurgan Region, Ivan Eremin, general director of the information agency FederalPress, agreed.

The website www.zauralbest.ru is in fact a service center for the project “Quality of Kurgan” as well as a project for holding interactive exhibitions of the regional products, and products from other regions of the Urals, Siberia and all of Russia, Ivan Eremin explained.

Public cooperation agreement  

Anti-recession Memorandum (agreement of cooperation) of Kurgan Region acquired new signatures. The document was created and signed first by the governor of the region Oleg Bogomolov, Duma’s speaker Marat Islamov and Public Chamber Chairman Oleg Bukhtoyarov on May 5, 2009. Later the Memorandum was signed by 26 political and public organizations of Kurgan Region.

On May 29, 2009 several more public organizations signed the paper and took obligations to support the government and avoid any actions which may lead to increased social and political tension.

The document is open for signing by other entities willing to participate.
