Tax relief
Perm Regional Duma deputy Andrey Agishev spoke against tax privileges at the last Duma session. Since 2006 locally registered businesses are able to get a 4% income tax relief. While the general Russian level of income tax is 20%, in Perm Region it makes only 16%. Andrey Agishev mentioned this tax privilege costs the region 30 billion rubles.
The accusation was made that the regional authorities became sponsors to big businesses at the expense of common people. Two deputies from the opposition supported the idea to cancel this tax relief. However, 21 deputies were against the offer. As a result, income tax relief is still in effect in Perm Region.
Attackers terminated
Special unit of FSS of Bashkortostan Republic blocked and then terminated five bandits on August 17, 2010.
Three men were suspected in attacking Perm’s road patrol station in June this year. The same people were suspected in preparing an attack at a gas trunk pipeline in Bashkortostan in July.
Two men were known to be Wahhabi people. All five are referred to as radical Islamists and are said to have put up violent resistance to the federal security service officers. At the site FSS found Kalashnikov gun stolen from the killed road patrol officer in Perm Region, and Wahhabi literature.
The region of young officials
32.2 percent of Perm Region’s high rank officials are people under 30 years old, Plenipotentiary in the Volga Federal District informed last week. The region takes first place in the District by the number of young officials.
Following this trend, governor Oleg Chirkunov appointed Alena Ignatova, a 25 year old graduate of Perm State Technical University, to be deputy minister of trade and entrepreneurship of Perm Region. 33 year old Pavel Novoselov was commissioned to be director of economic relations department.
UralKali and Silvinit approach possible merger
Last week several news in a row predicted growth of a new potassium empire of Suleiman Kerimov.
On August 16th 44 percent of stock of Silvinit JSC were purchased by two businessmen, Anatoly Skurov and Zelimkhan Mutsoev. A number of sources say, these people might be acting in the interests of Suleiman Kerimov.
On August 18th former general director of UralKali Vladislav Baumgertner became acting general director of Silvinit. The official Silvinit announcement states that Vladislav Baumgertner will govern the company while its CEO Rostyam Sabirov is on vacation.
On August 19th it became publicly known that ex-head of the President of Russia Administration Alexander Voloshin agreed to become part of UralKali’s board of directors.
Water supplies
Sergey Kasatkin, the first deputy managing director of NOVOGOR-Prikamie LLC gave an exclusive interview to RIA FederalPress on August 20, 2010. Top manager of the company spoke about the problem of water supplies in Perm’s city of Krasnokamsk.
At the moment active debates are held trying to decide which water reserve to use, Nytva or Zhusovskoy.
NOVOGOR’s top-manger stated that the decision about water supplies must be made by scientists versus officials and businessmen. The company has provided regional administration with all necessary documentation, and the company’s part in the decision making process is over.
