Tuva’s budget
Legislative Chamber of Tuva finally adopted the draft budget for 2010 and 2011-2012 in the first reading. This document had been rejected by the deputies three times in the past months, so last session’s achievement is considerable. Experts connect difficulties of accepting the budget with the confrontation of supporters and enemies of ex-speaker Vasily Oyun.
Metal industry
Tuimsky Non-Ferrous Metal Factory LLC decided to lay off 100% of its personnel. Prosecutor service had to issue a warning to the company’s director referring to article 82 of the Labor Code of Russia obliging employers to inform people about coming lay-off 3 months in advance. This condition was not fulfilled by the enterprise. So, it is likely that people will keep their jobs for an extra month.
Irkutsk budget
Irkutsk Region Legislative Assembly approved the final budget for 2010. Budget earnings are expected to make 53.8 billion rubles, expenses are estimated at 56.2 billion rubles. Budget deficit makes 5.8%. The government reports there will be enough money to fulfill obligations in the social sphere. Moreover, additional budget earnings in the end of 2009 will allow reducing governmental debt of the region by 2 billion rubles.
Electric power - Buryatia
Thermoelectric power plant TEC-1 experienced an emergency after which half of homes in Ulan-Ude, the capital of Buryatia, were left without central heating. Technical inspection found defects of two boilers of the power plant. Heat returned to homes within a couple of days.
Federal service for ecological, technological and nuclear control checked out a number of heating stations in Buryatia. Broken boilers were found in several locations. Homes and social sphere establishments don’t get enough heat, so local authorities received orders to fix the situation immediately.
Electric power - Zabaikalie
Town of Borzya, Zabaikalsky Region, might soon lose its mayor. City Duma deputies signed an address to the mayor of Borzya Sergey Skazhutin asking him to resign. The deputies expressed dissatisfaction with the condition of central heating system. Due to little control in this sphere, an emergency happened that left 80 homes without heat.
