Firing employees
Government of Kurgan Region decided to fire 130 of 327 people from its apparatus. This step will save 84 million rubles to the budget. The fired employees will take new jobs at the newly created department of provision of the government. The new body will employ 143 people and deal with repair works and cleaning of the governmental offices, protocol events servicing, etc.
Frontier men
In the town of Zverinogolovsk, Kurgan Region, a new complex for frontier guards has been opened. The complex consists of an administrative building and two blocks of flats for 75 families. It is fully autonomous with its own water and heat supply resources. This is the 3rd complex for frontier men in the Ural Federal District. It was built under the federal one-purpose program “National border of Russia (2003-2010)”. There will be 20 complexes of this kind in the region.
Mayor of Shadrinsk
Mayor of Shadrinsk Aleksey Kokorin is going to run for this position again at the coming municipal elections which are to take place on October 11, 2009. All candidates have time until August 25, 2009 to submit applications and other papers in order to be voted for.
“I have decided that in such a difficult situation I have no moral right to step aside from the city problems”, Aleksey Kokorin explained. He is going to be elected to finish the projects he started in the city.
Left opposition
Kurgan’s division of the Communist Party and the public movement Narodovlastie published a statement on the elections of the head of Kurgan. According to their position, Kurgan City Duma deputies limit democratic rights of the citizens by their decision to cancel people’s elections of the mayors. The deputies recently ratified amendments to the City Charter and mayors will be appointed by the City Duma avoiding the people’s elections.
The left opposition is sure that such political decision was made due to the fear of the ruling party (United Russia) to lose its positions and votes if the system remained as it used to be – majority voting. Vasily Kislitsin, head of the Communist party local division, promised to inform as many citizens of the region as possible on the subject of antidemocratic actions of the government.
Home loans
Committee on the economic policy of the Kurgan Regional Duma held a meeting on June 10, 2009 to discuss the problem of home mortgages in minor towns and villages of the region. There is a special program to support people who want to build new homes. Since the date of implementation of this program about 500 families have built new houses. The federal budget allocated 68 million rubles for the construction in 2009, while in 2008 the financial aid made only 19 million rubles.
However, home loans are not popular. Specially created Kurgan’s Home Mortgage Corporation has assisted to get only 127 loans since the time of its foundation. Among factors which prevent people from getting loans the corporation’s director Anatoly Krotov names low income level of rural dwellers, high cost of a square meter of the new homes and strict requirements of the banks to the loaners.
The Day of Russia
Kurgan Region celebrated The Day of Russia by a big festival Sabantui in Safakulev territory, which attracted many of the regional top officials and just visitors willing to spend good time in the open air. Sabantui is a special kind of event, which includes ethnic crafts display, ethnic games and entertainments, dancing, signing and sampling dishes of different national cuisines.
Kurgan Region is a home to over 100 nationalities. Vice-governor of the region Alexander Bukhtoyarov underlined the importance of peaceful cooperation and mutual respect of all people and the significance of the feeling of national unity, when he opened the Festival.
