Strategic meeting

Presidential Plenipotentiary in the Far East Federal District Viktor Ishaev held a meeting in Yuzhno-Sakhalinsk on September 6, 2010 drawing up results of social and economic development of the federal district in the first six months of 2010.

Fire protection of industrial and strategic sites was one of the burning issues on the meeting’s agenda. Governor of Primorsky Region Sergey Darkin suggested attracting military aviation forces. “Military pilots make regular flights in the country’s air space and have the opportunity to inform competent bodies about new forest fires. But it is necessary to develop a protocol of interactions between civil and military services”, the governor noticed.

Governmental subsidies for forest protection in the Far East made 669.5 million rubles in 2010. Almost all the money allocated for fighting forest fire was effectively used in five regions of the District.

Plenipotentiary Viktor Ishaev also spoke with Nikolai Patrushev, Security Council of Russia Secretary, about security in the energy sector. The energy system of the Far East is local and isolated, Viktor Ishaev reported. At the end of the discussion Nikolai Patrushev asked Plenipotentiary to personally supervise municipal programs for saving and effective use of energy.   

Federal inspectors

Press service of the Plenipotentiary in the Far East Office informed on September 7th that federal inspectors in Primorsky Region and Sakhalin were appointed.

Vladimir Nechiporyuk was appointed chief federal inspector for Primorsky Region. Sergey Burmistrov will take the same position in Sakhalin. These people will also manage President of Russia public reception offices in the said regions, the press service specified.

Chief federal inspector is in charge of control over implementation of the President’s orders, assignments and decisions providing regular reports to the Plenipotentiary’s Office.

International Fishery Congress

The 5th International Fishery Congress took place in Vladivostok. Participating countries included Russia, Australia, Great Britain, Germany, Denmark, India, Italy, China, Lithuania, Norway, New Zealand, Chile, Republic of Korea, USA, Ukraine, and Japan.

Governor of Primorsky Region Sergey Darkin spoke at a plenary meeting about governmental measures and the necessity to actively use all opportunities for the development of the fish industry. “In the Russian fish industry there are almost no innovations, international experience and technologies are also not used enough. Today the Russian fish industry is an active participant of the world’s market of fish products, but it is not forming it, just adjusts to its conditions”, the governor concluded.

Sergey Darkin also noticed that a financial aid program will be at work starting 2011 providing simple but effective financial support to the local fish industry.

Security Council Secretary

Security Council of Russia Secretary Nikolai Patrushev visited a number of sites where construction goes on for the APEC 2012 Summit. He inspected a sewage water treatment facility, new residential areas, Far Eastern Federal University, boarding school for talented children and Knevichi Airport.

Development of the Far East

Prime Minister Vladimir Putin met with the participants of the International Discussion Club Valdai on September 6, 2010. The Club unites well-known experts specializing in the studies of Russia’s external and internal policies.

Vladimir Putin answered questions about construction of ESPO (Eastern Siberia – Pacific Ocean oil trunk line, aka VSTO) and diversification of the economic structure of the Far East. According to Prime Minister, there are many opportunities for the development of high technology production in the region. “Together with our French partners we started production of the newest civil aircraft Superjet-100”, he said. Prime Minister also spoke about perspectives of ship building and cooperation with Asian countries, Japan and South Korea.

Far East is also a good place to build special purpose sea crafts for fishery, geological research, oil and liquid gas transportation, etc.

Vladimir Putin mentioned preparations for the APEC 2012 Summit in Vladivostok. “In fact, we are constructing a whole new town there, later this property will go to the new federal university, which, I hope, will actively collaborate with its partners in China and in the whole Asian Pacific region.”

Radioactive hazard

Prosecutor service of Primorksy Region started investigation in regard to shipment of radioactive steel pipes, Elena Telegina, chief prosecutor assistant, told FederalPress.

A train car full of 400 mm pipes with powerful radioactive charge of 1450 micro roentgen per hour arrived in Vladivostok from St. Petersburg on September 8, 2010. The car was isolated as soon as danger was detected. Special services will decontaminate it as soon as possible.

International Film Festival

Vladivostok International Film Festival of Asian Pacific Countries “Pacific Meridian” opened its program on September 11, 2010 gathering several thousand people.

This year the Festival registered a record amount of participates – 749 films from 50 countries. Jury selected 150 films from 17 countries to go in the competition program.
