Stavropol government denied rumors that mosque was being built on Kulakova Street in Stavropol. It was reported that Extra company built shopping and business center on Kulakova Street in Stavropol. Committee of Planning and Architecture of the city administration as well as Mufti of Spiritual Directorate of the Muslims of the Stavropol Territory Muhammad Rakhimov also confirmed that building construction would be not a mosque.
