Home construction in Novosibirsk
Governor of Novosibirsk Region Viktor Tolokonsky made an ambitious announcement last week. The regional authorities are going to actively invest into housing construction. The government will not own controlling shares in the home construction projects, but will attract private investors. Taking care of the local infrastructure will mostly be the duty of the government. The regional administration also plans to give more support to home loans programs.
Gas in Omsk
Federal Security Service Omsk Division accuses Omskgorgas company of illegally raising gas transportation tariffs. According to FSS this gas distributor submitted false information about its gas transportation expenses and through this stole nearly 118 million rubles from retail gas users.
Omskgorgas rejects all accusations and declares their gas price is 20% less than that of other gas distributors in the region.
Tomsk SEZ residents
The federal agency for special economic zones Tomsk Division reports that several companies are ready to start mass production in Tomsk technological SEZ. Zi Poly Tomsk, Mikran, Elecard and Siam which produce microchips and semiconductors, are waiting for the permission to become residents and start production. It largely depends upon the new amendments of the SEZ Law reviewed by the State Duma.
Tomsk SEZ director says the total volume of investments into this special economic zone will make 9 billion rubles in 2009-2010. 4.4 billions will be allocated by the federal budget, 0.4 billion rubles – from the regional budget. Private investors are expected to give near 4 billion rubles.
RusHydro’s power plant in Evenkia
The government of Krasnoyarsky Region held a meeting devoted to the project of construction of Evenkiiskaya hydroelectric power plant. Public consultations of RusHydro and local dwellers took place back on September 18, 2009. At first the regional authorities refused to recognize the consultations results due to procedural faults. But at the last week meeting of the government the results were recognized legal.
Local dwellers and ecology experts voiced out their most burning concerns regarding the power plant project. Environment impact assessment needs to be re-done with more precision.
Officially RushHydro is now acquainted with the public concerns and will have to take them into account when developing the power plant project.
Back pay in Kuzbass
KuzbassElement CJSC has been recognized bankrupt in February this year, but its case keeps attracting attention of the law enforcement agencies. KuzbassElement used to be a large manufacturer of electrochemical cells in Siberia.
Now the investigation committee of the prosecutor service reviews the case materials to define whether the company objectively had no resources to pay wages to its workers, or it was done in favor of the company’s administration greedy motives.
Gas energy in Altai Region
The government of Altai Region announced its plans regarding the construction of power stations connected to the gas pipeline Biisk – Belokurikha – Turquoise Katun (tourist SEZ). Newly built power plants will be able to provide energy for mining and processing enterprises located in the area and help develop tourism.
The project’s term is 5-7 years and its cost approximates 350-400 million rubles. If it is not included into the investment program of Gazprom, the government of Altai Region will invest the budget money.
Water energy in Altai Republic
The government of the Republic of Altai made a strategic decision regarding the Republic’s energy complex.
Hydroelectric power plant on the river Katun will not be constructed, instead a chain of three minor power plants will be built on the river Chuya, the head of the Republic Alexander Berdnikov declared.
Project and research works for the first power plant in the chain have been completed already. The project’s cost is 2.5 billion rubles.
Gas networks are viewed as one more source to solve the problem of energy deficit in the Altai Republic. Currently a project of Maiminskaya gas turbine power plant is under development. The designed capacity of this facility is 96 megawatt and its construction will cost 3.5 billion rubles.
