New power plant
Government of Sverdlovsk Region, Territorial Generating Company 9 OJSC (belongs to IES-Holding) and Czech company PSG-International a.s. signed a Memorandum of Cooperation. This document provides guidelines for the parties’ interaction while preparing the project, constructing and commissioning a new thermoelectric power plant “Novo-Sverdlovskaya”.
Implementation of this project will allow to meet the growing demand in heat and electricity in Sverdlovsk Region and provide for stabile power supply and comfort of local dwellers and businesses.
Social responsibility
Corporation VSMPO-Avisma recently extended its social support system. According to the new social policy the corporation makes additional one-time bonus payment to elderly workers who are fired due to pension age as well as to workers with disabilities. This measure optimizes the number of personnel and offers a good stimulus for young and middle aged employees to grow professionally.

Communications
The largest landline phone operator of the Urals, UralSvyazInform, plans to purchase 100% of shares of the South Ural Telephone Company – one of the few alternative phone operators in the region.
Antimonopoly service has already inferred to check out how this merger will influence free competition in the communications market. The deal will be finalized only after the antimonopoly service issues permission.
Tyumen Region:
New management
Project Ural Industrial – Ural Polar was on the agenda of the discussion in the Plenipotentiary Presidential Envoy Office last week. The state officials expressed dissatisfaction with the speed and methods of the project implementation employed by former top managers of this governmental corporation. Now it seems obvious that PPE Office will impose more control over the process.
Recently the top management team of the corporation has completely changed. The new head of the corporation, Remir Mukumov, has been officially introduced to the Committee on natural resources use of Tyumen Region on Wendesday last week. The new CEO presented report on operations and finances of the corporation.
Tyumen is on top of Russia
Tyumen Region is the most effectively governed region of Russia. This was determined by a commission chaired by Vladimir Putin. Regional authorities have been assessed on the basis of 295 efficiency criteria, which include healthcare and education system functioning, creating condition for economic growth, employment rates, etc.
Tyumen Region has gained the first place in this rating for the second year in a row.
Khanty-Mansiisk Autonomous District
Paid-for highway
A number of private construction companies and the administration of the district signed Protocol of Intent relating to investments, construction and commissioning of a new bridge over the river Ob. Drivers will have to pay for using the bridge, which will become a part of a wide highway Perm – Serov – Khanty-Mansiisk – Surgut – Nizhnevartovsk – Tomsk.
International Cup
Nefteyugansk housed an international tournament of free style wrestling, the Cup of Vladimir Semenov. Sportsmen from South Osetia, Byelorussia, Ukraine, Kazakhstan, Azerbaijan, Germany, Spain and Russia participated.
Yamalo-Nenets Autonomous District
Diamonds stay, gas goes
ALROSA, Russia’s monopolist in diamond production, sells out its non-profile assets. Two gas companies of the diamond giant will be sold to VTB-Capital for 620 million US dollars. Information about the possibility of the deal has been circulating for a while, although at the beginning negotiations were held with Intera oil and gas company.
Selling of non-profile assets is intended to help ALROSA deal with its financial obligations to various credit organizations.
Kurgan Region
Municipal elections in Kurgan Region brought victory to United Russia mayor candidates in 13 out of 19 municipalities.
City Duma deputies of Kurgan, United Russia members in majority, have identified the candidate for the post of the Head of the city – Viktor Serkov. Official voting in the Duma is scheduled for October 27, 2009.
Meanwhile Communist Party regional division organized a number of protest events against the winning political party – United Russia.
