Sverdlovsk Region

IES-Holding vs managing companies

Sverdlovsk Region is one of the biggest debtors of IES-Holding. Citizens of the region have 5.5 billion rubles debt in electricity payments. Operations Director of the Holding Andrey Shishkin reports that end users of electricity make payments in 96-98% cases, but the money get stuck on the accounts of the utilities managing companies.

Road construction

Governor of Sverdlovsk Region Eduard Rossel held a meeting with governor of Khanty-Mansiisk Autonomous District Alexander Filipenko. Two regions will soon be connected by a brand new road Ivdel – Khanty-Mansiisk. However the road will only be gravel after its launch this winter. Improving its coat requires additional investment of 304 million rubles.

VSMPO and BOSCH ZFLS 

Representatives of BOSCH ZFLS, steering systems producer, visited the branch of VSMPO-Avisma Corporation in Berezniki. The German company professionals inspected magnesium metallurgical workshop to study opportunities for the production of parts for steering gear boxes.

Corporation’s Executive Director Igor Sizikov comments that VSMPO is interested in developing cooperation with BOSCH ZFLS, but he underlines that both companies need to come to common grounds regarding the target price of the ready parts.

Tyumen Region

TNK-BP Management JSC and the government of Tyumen Region signed an agreement on strategic partnership on October 28, 2009. The agreement is signed for the term of 2010-2014 and concerns development of hard-to-reach oil fields.

The main purposes of the agreement include improving infrastructure at TNK-BP’s facilities and in Uvat district, geological and technical research and assessment of Uvat deposits and the use of state-of-the-art technologies in oil production.

ChelyabinskRegion

Administration of Chelyabinsk changed regulations of municipal rent. All private businesses will be able to rent municipal land lots for the term of 5 years. This innovation is expected to secure stable payments to the city budget and to increase private business efficiency.

Vladimir Elistratov has officially become the minister of industry and natural resources of Chelyabinsk Region.

Administration of Chelyabinsk imposed a ban over all cultural mass events starting October 30, 2009 until special notice. In the past week the amount of people infected by flu increased by 47%, by 69% among children aged 7-14.

Kurgan Region

Kurgan City Duma deputies appointed Viktor Serkov new mayor of Kurgan. He is a member of the United Russia, the ruling party.

Kurgan Bus Plant (KAVZ) might not yet be put on halt. The decision to stop production shutdown was made by GAZ Group managing company on October 28, 2009 after its representatives met with Oleg Bogomolov, the regional governor.

Communist party held a protest meeting in the central square of Kurgan devoted to the party’s disagreement with the results of the municipal elections.

Khanty-Mansiisk Autonomous District - Yugra

Yugra has been acknowledged second region in Russia in credit standing. The first position is held by Moscow, according to AK&M. Financial and economic results for 2008, internal debt and budget earnings were analyzed for the rating. Yugra’s final index of credit standing is 2.77%, which is 10 times less than Russia’s average. This autonomous district has no internal debt at all.

Yamalo-Nenets Autonomous District 

Governor of the District Yury Neelov signed order to increase official sustenance level. For working adults it now makes 9536 rubles per month, for retired people – 6840 rubles, for children – 8296 rubles.

The governor also put forward a legislative initiative to amend law on transport taxes in the Autonomous District. He suggests that transport tax for automobile owners who are invalids should be lifted. The initiative will be reviewed by the District’s Legislative Assembly.
