Terms of completion can’t be changed

Government of Russia officially announced that obligations to complete construction of Boguchansk hydroelectric power station would be fulfilled. Ministry of energy considers enlarging the share of RusHydro representing state interests in the power station.

Boguchansk story appeared in the news when its other shareholder RUSAL asked to delay construction completion until 2012. Such perspective caused a wave of protest among power station construction workers and the government of Krasnoyarsk Region. It has been announced that gold-mining, oil-processing and timber industries will be able to consume the energy produced by the new hydroelectric power station.

Conflict around construction of a hydroelectric power station in the Evenk municipal district of Krasnoyarsk Region becomes more open to the wide public. Administration of the district confirmed that the poll had been conducted among local dwellers legally and according to the Russian legislation. This poll was conducted to find out attitude of the locals concerning power station construction and the results demonstrated almost unanimous negative opinion. Meanwhile, public organization “Evenkia to posterity!”, established to support RusHydro, reports that it experiences pressure from the district’s administration.

RUSAL faces difficulties with raw material supplies. Achinsk Alumina Refinery is on the verge of closing production. The company accuses OJSC Vostoksibpromtrans (VSPT) which is said to abuse its monopoly status by not letting RUSAL to get raw materials on beneficial conditions. RUSAL announced earlier of its decision not to prolong contract with VSPT. But VSPT owns all access roads to Keya-Shaltyr mine which is the source of raw materials for Achinsk Alumina Refinery.

Novosibirsk and international relations

Novosibirsk and Kyrgyzstan extend cooperation – local universities will train thousands of specialists for the project of construction of Kambaratinskaya hydroelectric power station.  

The biggest organization of exporters from Kyrgyzstan will establish a trading house in Novosibirsk to provide the local market with quality and economy class clothes, organic vegetables and fruits. Ulukbek Ormonov, parliament fraction leader of the ruling political party of Kyrgyzstan, also announced that Novosibirsk might become a platform of interaction of Russia and Kyrgyzstan taking this function from Moscow.

Ambassador of Belgium in Russia Bertrand de Crombrugghe stated last week, Belgium was interested in cooperation with Novosibirsk in the sphere of pharmaceutics, bio-technology, commerce and service industry.

Russian-German project will be realized in Novosibirsk soon. A new psychiatric clinic will be constructed. Its medical practices will implement European approach to treatment of psychiatric patients in the atmosphere of comfort and safety. The clinic’s doctors expect to exchange experience with German colleagues.

In two weeks’ time citizens of Novosibirsk will get opportunity to enter European Union avoiding Moscow. Czech Air Lines confirmed direct flights Novosibirsk-Prague starting April 29, two times a week.

Gazprom in trouble

Administration of Omsk Region validated the plan of privatization of gas industry facilities in the region for this year. It is planned to transfer to private ownership 16 gas pipes in five districts of the region. Authorities of Omsk hope that selling stock of OJSC OmskGazStroiExploitation will add funds to the regional budget.

Omsk division of the federal anti-monopoly service announced its commission conclusion to fine GazpromNeft-Omsk for overpricing fuel in 2007-2008. The fine amounts to 79 million rubles. Despite of the fact that the company owns oil refinery in the region, fuel prices were higher than in other regions, reported Vadim Kabanenko, deputy director of Omsk division of the federal service.

Yeti museum

Authorities of Kuzbass continue to promote the region’s tourist potential. Its territory is said to be inhabited by Yeti the snowman. Governor of the region Aman Tuleev ordered to allocate 500 thousand rubles to open Yeti exposition in the Museum of Ethnography and Nature of Mountainous Shoria.

Exposition will be comprised of photographs, drawings and dints, audio and video records, andwritten testimonies of local dwellers who claim they’ve seen real Yeti. Initiators of this project consider that despite mythological character of Yeti legends they can add attractiveness to Kuzbass as tourist destination.

Special importance of Altai

Authorities of Altai Region are going to put forward draft law on farming territories of special importance, governor of the region Aleksandr Karlin informed last week. This amendment might help to implement the project “Altaiskoe Priobie”, approved by a governmental commission in 2008. The project’s mission is the development of agricultural complex including production, processing and equipment and machine building industries.

Overall volume of investments accounts to 590 billion rubles (180 billions of the federal budget and 336 billions of private investments). Region’s gross product is supposed to increase by 3.8 times by 2025.
