Aeroflot’s in trouble
Department of the federal antimonopoly service (FAS) of Krasnoyarsk Region found Aeroflot guilty of violating antimonopoly legislation. Aeroflot is the leading provider of flights Krasnoyarsk-Norilsk-Krasnoyarsk and has voluntary set tariffs for this flight exceeding the top possible level approved by the regional government by 4 times, thus violating the acceptable price setting order. FAS issued an order to Aeroflot to pay illegally earned income in favor of the regional budget.
New economic policy
Governor of Kemerovo Region Aman Tuleev delivered a couple of surprising news last week.
First, he decided to allot financial support to the plant KuzbassElement despite of the fact that this enterprise had been purchased by Kazakhstan’s BTA-Bank.
Second, the governor sent an official request to Lakshmi Mittal of ArcelorMittal asking to covey ownership of two mines belonging to the Holding to the regional administration for free. The governor mentions that if these mines don’t start working properly, he will hinder Arcelor in getting license for Zhernovskoe deposit development.
Russian Germans
Governor of Altai Region Alexander Karlin approved the regional program aiming to prevent emigration of the so-called Russian Germans to Germany in 2009-2012. Under this program it is planned to build 25 homes in the village Galbstadt of the German National District in Altai Region, and to construct additional section of a school in the village Polevoi enabling the school to take 200 more students. Other construction works to develop infrastructure of the district will be accomplished to improve living conditions and the quality of life for the local Russian Germans.
Omsk legislation
The government of Russia provided official response to the initiative of the Legislative Assembly of Omsk Region regarding 10% of VAT, which the deputies from Omsk wanted to keep in the regional budget. The RF government’s decision was negative conditioned by possible reduction of tax gatherings to the federal budget.
Omsk Legislative Assembly looked for other ways of increasing the regional budget tax gatherings and decided to raise transport tax by 40-50%. This might add 240 million rubles to the budget.
