Referendum in Tuva
Parliament of the Republic of Tuva announced holding people’s referendum on April 11, 2010. Citizens of Tuva will be asked to vote whether or not they accept and legalize draft law on making amendments to the Constitution of the Republic.
The draft suggests three major amendments. First, reorganization of the two-chamber parliament into one-chamber body. Second, introducing a public institution of Human Rights Commissioner. Third, creating a Public Chamber in the Republic.
Sayano-Shushenskaya Power Plant
Siberian Division of the Russian Academy of Sciences announced results of their own investigation of reasons of the emergency at Sayano-Shushenskaya Power Plant. Siberian scientists declared that the steel grade of mounting studs of the generating units did not correspond to the technical requirements.
This statement is most likely to cause a scandal because it contradicts official results of the investigation accomplished by Rostekhnadzor. The federal agency inspectors concluded that the steel grade of the mounting studs corresponded to the required standards. Violations of generating sets exploitation were announced as the reason of the accident.
Experts consider that the findings of Siberian scientists can limit the number of people responsible for the emergency from dozens to just several names.
Possible governors of Krasnoyarsk
President of Russia Dmitry Medvedev approved the list of candidates for the seat of Kranoyarsk Region governor. The list was put forward by the ruling party United Russia. It includes current acting governor Edkham Akbulatov, General Director of Kolmar Ltd Lev Kuznetsov and Deputy Minister of Finance of Russia Alexander Novak.
Former governor of the region Alexander Khloponin resigned on January 19, 2010 due to a new appointment. He was made a plenipotentiary presidential envoy in the North Caucasus Federal District.
All of the candidates are Krasnoyarsk Region’s natives. This fact makes all of them quite popular among local people.

Militia of Buryatia solved an atrocious crime conducted on January 30, 2010. Seven businessmen were murdered on their way from Buryatia to Irkutsk. They traveled in a minibus, fell into an ambush and were shot down. A woman and her three sons were caught on February 4, 2010 as potential suspects. They admitted their guilt and told it had been a pre-planned murder. Two of the boys are still underage.
How to derive a last name
Deputies of Zabaikalsky Region Legislative Assembly put forward suggestion to the State Duma of Russia to amend the Family Code.
They ask to introduce a new rule of deriving child’s last name from the first name of the father. For example, a son of Ciren can get the last name Cirenov. This has been a tradition of the indigenous Buryat peoples for generations.
Explosion at SUAL-PM
On February 2, 2010 a fire started in a workshop of Shelekhov Power Metallurgy (SUAL-PM, part of RUSAL structure). Two tanks with aluminum power exploded and ignited fire. One worker died, two more people got injured. The workshop is not subject to repair.
A special commission of EMERCOM, militia and Rostekhnadzor will conduct investigation and deliver official report within 10 days.
According to preliminary data, the fire spread because the Plant’s administration ignored fire safety regulations and did not have enough fire-fighting means on site. Fire extinguishing station of the Plant was closed down several years ago. RUSAL rejects most of the accusations.
