Governor’s trip
Governor of Sverdlovsk Region Alexander Misharin made a working trip to Irbit district of the region on January 20, 2010. He visited one of the leading agricultural enterprises located in this place. The governor also paid a visit to Irbit’s industrial companies – motorcycles construction factory and chemical and pharmaceutical production facility.
Alexander Misharin opened new specialized hospital for children in Tura and promised to control construction of the second building for the local nunnery personally.
Regional television
Board of directors of the Regional Television Station decided to terminate commission of the station’s general director Alexander Mikh. The position has been given to Anton Stulikov who currently is the head of public relations at UGMK Holding.
Former CEO of the channel Alexander Mikh is going to devote his career to the development of digital television.
Wheel rims by VSMPO are among three best
Titanium giant VSMPO-Avisma products are listed among top 50 most popular wheel rims brands in 2009. The corporation has implemented a new technology in wheel rims production that allows for better performance. VSMPO is the only company in Russia that uses such technology in forged wheels production.
Vladimir Pozner in Ekaterinburg
Famous journalist Vladimir Pozner held a talk-show in Ekaterinburg which became part of a TV-marathon “Time To Live!”. During the show it was announced that Sverdlovsk Region is the first in Russia by the number of HIV-positive people. Currently there are up to 500 thousand people living with the positive diagnosis.
The financial crisis caused reduction of social programs including those against HIV spread. However, participants of the show promised to be their best to contain the level of sick people.
Mining, metals and taxes
Regional prime minister Anatoly Gredin voiced out claims against EVRAZ Group enterprises which cut down their income tax payments to the regional budget. Anatoly Gredin also advised tax department to investigate the case and check on the financial operations of KGOK (metal ore mining facility in Kachkanar, Sverdlovsk Region). Right after this news administration of KGOK sent a detailed tax report and promised to pay 2 billion rubles in taxes to the regional budget.

Economic results of 2009
2009 has truly been a year of crisis. It affected big construction campaigns and big enterprises. Last week the information appeared that the regional heat system users owe over 2 billion rubles to the Ural Heat Network Company.
South Ural Railways also published its financial report indicating that the local affiliate of the railway monopolist lost 1.47 billion rubles in revenue last year. Chelyabinsk construction committee had to admit that financing of the construction of the city metro will be cut down for over one billion rubles.

Expert news channel UralPolit.Ru held a round table discussion in Chelyabinsk last week devoted to bad habits. The agency invited a number of professionals and experts most competent in the matter. They spoke about the reasons why people form bad habits and how to get rid of them.
Anti-alcohol campaign currently going in the country, total prohibition of alcohol and public service ads on this topic might not be effective, but instead may arise fear, commented one of the experts. Business representatives did not deny the threats associated with alcohol and cigarette abuse, but insisted on responsible and balanced use.
Corruption in the procurement office
Director of Procurement Office of Chelyabinsk Region Direction of Material Resources Sergey Skrynnik was taken under arrest on January 15, 2010. He is suspected in taking a bribe equaling 300 thousand rubles in the last quarter of 2009. Investigation suspects that the Office Director and a group of assistants helped the bribing companies to win government purchase auctions avoiding legal requirements and removing competitors unfairly. Sergey Skrynnik has been released on bale until the court hearing.
Meanwhile, director of Medregion-Service CJSC, Elena Selischeva, was taken in on January 19, 2010. She is suspected in giving a bribe amounting to 1.3 million rubles to Sergey Skrynnik.
Kurgan Region
New government
Governor of Chelyabinsk Region Oleg Bogomolov submitted his suggestions regarding positions in the government to the Regional Duma. New appointments will be approved and made public this week.
The governor also plans to change directors of the social sector departments including healthcare, social protection and education, unofficial source in the government reports.
Power station
Siements SST-400 Steam Turbine was shipped to the construction site of Kurgan’s thermoelectric power station TEC-2. Sets of steam and gas turbines will be installed there soon.
Tyumen Region
Roschino airport
Authorities of Tyumen decided to reconstruct the city’s airport complex Roschino instead of constructing a new terminal as they had planned before. The change of decision is explained by the financial losses of the budget due to the crisis.
84 million rubles have already been allocated by the budget to cover project development expenses. It’s going to be a sophisticated one since much survey in geology and geodesics is needed.

Prime Minister of Russia Vladimir Putin appointed Andrey Shishkin new Deputy Minister of Energy of Russia. Andrey Shishkin is one of the top-manager of IES-Holding, director of Tyumen Power Sales Company. Former Deputy Minister Vyacheslav Sinyugin quit the job recently, which happened most likely due to the emergency at Sayano-Shushenskaya Power Plant.

Price rise
The city of Nyagan is experiencing serious rise of price for food and essential commodities. Price monitoring survey conducted in the period from January 1 through January 19, 2010 indicates that prices has risen by 20% for some goods people use everyday. Although in nearby towns nothing of the sort was observed.
New ministry
Governor of Yugra Alexander Filipenko signed resolution establishing a new executive power body in the District – Ministry of Property and Land Management. The ministry has been created on the basis of the former department of governmental property. The government has been given a month to prepare and approve the structure, the number of staff, budget expenditures and seals of the new ministry.
Communications
New segment of the Special Purpose Multi-Service Connection has been installed in Khanty-Mansiisk Autonomous District. This new communications system allows holding video-conferences in real time with all municipalities of the District. The system fully corresponds the purposes of the Electronic Government Project.

Achievements of prosecutor service
Prosecutor service of Yamal drew results of people’s labor rights protection in 2009. 3548 violations were identified last year versus 1349 in 2008. Thanks to interference of the prosecutor service over 23 thousand people in 191 companies were able to have their salaries paid. The amount of back pay was reduced by 944 million rubles.
Utility bills
Prosecutor service of Salekhard started two criminal cases against utility management companies of the city. These companies’ prime job is to pay for water, gas and electricity to supply networks using the money people pay according to their monthly utility bills. Financial check-up showed that two companies were not using people’s money properly causing 5.5 million debt for energy supplies.
