President’s public reception

Last week governor of Sverdlovsk Region Alexander Mishairn met with citizens in the public reception office of the Russian President Dmitry Medvedev. Together with the governor came deputy minister of healthcare of the region and regional minister of sports. Problems of at least three people who came were solved right on the spot using the governor’s influence and authority.

Deputy director of analytics division of the information politics department of the governor, Victoria Panova says this public work demonstrated performance of the President’s vertical structure of power. The expert made two major conclusions.

“Public reception office of Dmitry Medvedev in the federal district has been formed as a body of the head of the country where people can come with their hardships and get help in solving important problems. Before today people had to writer letters to the President in Kremlin”.

“People were met by the governor of Sverdlovsk Region Alexander Misharin. In core, it showed how the president’s vertical structure of power works”.

South Urals

Governor of Chelyabinsk Region Mikhail Yurevich held a press conference for both local and foreign reporters who came from Austria, Finland, Germany, France, Ukraine, Kazakhstan, Armenia and other countries. International observers came to Chelyabinsk for the Days of Innovations.

The governor spoke about the region’s financials, about the economic situation he found the region in after entering the job a year ago and about his failures in the past year. Yurevich mentioned he would insist on holding people’s referendum on creating a nuclear power plant in the region. He also spoke about the poor condition of many machine building facilities whose equipment had been sold out as metal scrap in the 1990-s.

Analytics director of Pro & Contra consulting agency Andrey Lavrov shared his opinion of the governor’s statements. “The governor did great in staging his annual report, there hasn’t been such a large international coverage since a long time”.

“The year was successful for Mikhail Valerievich. He very strictly took informational, political and economic life in the region under his control. Stories about inherited difficulties and slightly masked attack against previous master of the region are a natural tactics of any new ruler. ”

“Obviously, the journalists were shocked by the phrase “Power must work in the interests of the business”. They thought, in the interests of the people rather, not just for the fat cats”.

Mikhail Yurvich also pointed out the most troublesome areas of the region – mining towns, Ust-Katav and Katav-Ivanovsk, where unemployment rate is high and trust to power is very low.

Energy system

Last week regional mass media largely discussed perspectives of the electric power industry development. A group of experts forwarded an offer to the President asking to re-establish united governmental company dealing with energy generation and sales. Doing so is possible via nationalization of the assets of RAO UES off-springs. This will lead to increased energy safety and slowdown of energy tariffs rise.

Experts from the private energy companies have skeptical view of the matter. Not everyone agrees that separation of a once united system into independent companies damaged the technologic process. Another controversial statement is nationalization of the private companies’ assets.

Alternative energy sources

Governor of Khanty-Mansiysk Autonomous District-Yugra Natalia Komarova held a meeting on alternative energy and small size energy producers. There are seven basic paths Yugra’s government is looking to develop.

Firstly, bioenergetics using timber, biogas and other alternative sources. Natalia Komarova mentioned the necessity to develop waste processing to produce heat or electricity. Using autonomous heat-generating units in private homes is also desirable. Oil gas processing is the sixth path. The last one is using wind power for agriculture and homes.

Developing these spheres of economics will create more jobs in Yugra apart from the oil sector and will help save the region’s other mineral resources.

Ural Industrial – Ural Polar

Governor of Yugra Natalia Komarova signed papers authorizing privatization of some stock belonging to the government. It was made according to a strategic agreement between Ural Industrial – Ural Polar Corporation and Yugra. Part of the stock to be privatized was placed by UTEC (Yugra Territorial Energy Company).

UTEC also plans to produce some changes in its top management. Sergey Melnichenko, the head of UIUP, will become CEO of UTEC. One more UIUP representative will join board of directors of UTEC’s affiliate.

Some of the experts make prognosis of UIUP acquisition of more shares of UTEC’s affiliates to fully control the company. Active steps to control energy industry of the region signify the beginning of an active stage of implementation of governmental programs by UIUP.

Analytics department director of Alemar, an investment and financial company, Vasily Konuzin says control over UTEC will help authorities to control pricing in the energy industry. He compares UIUP actions with those of Russian Railways at Baikal. Making efforts to control energy industry and pricing obviously is vital for delivering long-term industrial projects.

Burning oil associated gas

Ministry of Natural Resources of Russia Economy and Finances Department Director Grigory Vygon spoke at the International Conference “Rational Use of Associated Gas” in Salekhard. The government plans to stimulate oil gas use in 2012. Russia will fine those companies which burn oil associated gas and thus damage the environment. Normative pay will be increased y a hundred times if the companies burn more gas than allowed. Failure to install oil gas automatic meters will increase the fine by ten more times.
