Regional Duma of Nizhny Novgorod held its first working meeting last week. The deputies adopted several important laws. Property tax for businesses will be considerably reduced if the business is running a priority investment project and invests over 25 percent of money into modernization or reconstruction of the equipment.
Food safety law adopted last week introduced more governmental support to agricultural producers, regulation of the agriculture market, control over the quality of safety of food products and attracting investments into farming. Regional food fund will be created to provide for the vital needs of the people and stabilize pricing. Purchasing GMO products for the fund is prohibited.
Liquid chlorine cartel
Federal antimonopoly service division in Nizhny Novgorod disclosed the workings of a cartel among liquid chlorine producers in several cities across Russia. Investigation started with a company in Dzershinsk, a local chlorine producer. The cartel united under the agreement to keep certain prices for chlorine thus seriously limiting free competition in the market and artificially rising prices.
The same kind of investigation will be conducted in relation to buckwheat and bread producers, as well as gasoline traders.
International IT Forum
The Fourth International Forum of Information Technologies “IT Forum 2020 / Information Society 2.0” was held for three days in Nizhny Novgorod. The event gathered about 1,500 participants from 30 regions of Russia, as well as USA, Finland, Japan and other countries.
The Forum’s major topic of discussion was the governmental program “Information Society” and talking about introduction of electronic means into the work of state bodies and electronic government.
Nizhny Novgorod Region takes the first place among other Russian regions by the level of implementation of the electronic government technology. Regional minister of information technologies, communications and mass media Sergey Kuchin explained that the Internet portal currently functioning online unites all sorts of useful services under one domain and can be used by people with little expertise in web-surfing. Each person asking a question or sending a request receives unique digital code which allows following the query’s destiny online.
Ship building
ZNT Yard, a shipbuilding company located in the city of Bor, Nizhny Novgorod Region, launched new vessel “Lotsmeister-1”. The ship will be employed in the Gulf of Finland and the Baltic Sea to set up navigation equipment, research sea bottom and help during oil spills. It was produced by the contract with Rosmorport, a Russian Federal Agency for Marine and River Transport. The ship costs 290 million rubles.
Other large ship building projects of Nizhny Novgorod Region include construction of 10 dry-cargo carriers for Volga Shipping JSC by Oka Shipyard, located in Navashino, Nizhny Novgorod Region.
Architects against the city administration
The Head of administration of Nizhny Novgorod Oleg Kondrashov publicly voiced out an idea to invite a foreign expert for the position of the Chief Architect of the city. A number of opposition-minded local architects produced a complaint letter in response.
Regional Union of the Architects of Russia referred to an agreement with the city administration under which a working group had to be created to elaborate new duties and powers of the Chief Architect. However, since April 1 no such group has been gathered by the administration.
There are many weak points in the legislation which make it very difficult to re-arrange the city’s look, the Union’s chairman comments. Changing situation will require a state official with high creative potential and serious authority and powers for action.
