Energy plans
Pyotr Latyshev, presidential envoy in the Ural Federal District, invited governors of Western Siberia to discuss problems with the energy security and infrastructural issues limiting development in this industry. Minister of Energy of Russia Sergey Shmatko was expected to join the meeting, but he could not come. Instead, his deputy Mr. Vyacheslav Sinyugin joined.
Vladimir Yakushev, governor of the Tyumen Region, suggested solving the problem with combined financing of energy projects. Governor of Yugra Aleksandr Filipenko declared that his region faced deficit of energy lately despite of having the most powerful system of energy generation in the country. Energy deficit was caused by the outdated conditions of contract with RAO UES. Mr. Filipenko appealed to correct old contract terms. Governor of Yamal also pointed attention to several problems with the financial support, including the frozen construction of a power station in Tarko-Sal.
The governors suggested building more power generating stations working on coal, especially for project Urals Industrial – Urals Polar. The stations would use locally mined coal, thus, the costs of energy production could be considerably lower.
Two-seater helicopter finally found
July 31 the remnants of a lost helicopter Robinson R 44 were accidentally discovered in Khanty-Mansiisk Autonomous District. The helicopter had two people on board, the pilot and the general director of the CJSC AMK-Vigas Aleksandr Smirnov. During a flight in March this year connection with them was lost. Special unit was searching for the helicopter for 3 months, but with no success. Currently a commission made by the investigation unit and interstate aviation committee members has taken over the case.
Old and new titles of Yamal’s officials
Oleg Kontonistov was re-established in the position of the deputy governor of Yamalo-Nenets Autonomous District. Mr. Kontonistov held this position from January of 2008 until July, but then left for St. Petersburg. Yury Neelov, the governor, negotiated with the former deputy and finally gained his agreement to come back.
Aleksey Shinkarenko, ex deputy director of the department for natural resources of Yamal, became director of a private company TyumenGeoConsult, which provides consultations in drilling, ecology, and document support to receive permits in this industry.
Governor needed time-out
A joint project of the government of Tyumen and SIBUR-Holding on constructing a polymer production facility was launched in Tobolsk on Thursday last week. Vladimir Yakushev, Tyumen’s governor, and Dmitry Konov, president of SIBUR, discussed terms of implementation of the project at a working meeting.
The project aims at building the polymer plant and constructing living estate for the future workers of the facility. Due to the rise of construction costs, the project’s start now requires 1.4 billion rubles compared to just one billion agreed upon initially. Both the government and the private investor should find additional 200 million rubles for the project. SIBUR’s president confirmed the company’s intentions to invest this amount, “It would be more expensive to step aside than to go ahead with the project”, he commented. Tyumen’s governor asked for a week’s time-out. “We do not refuse to pay 500 million, but as for 200 additionally – here we need to re-consider our financial resources”, the governor explained.
At a press conference SIBUR’s managers commented on the situation with casinghead gas which is the raw material for polymer production. Because of the governmental control in the industry, private companies were not stimulated to ship casinghead gas for further processing. But now SIBUR negotiates with TNK-BP, Gazprom Neft and RosNeft regarding raw material supplies.
Tobolsk-Polymer Plant will be constructed in 2008-2009. Dmitry Konov evaluated the project cost at 25 billion rubles. SIBUR invests now using its own capital, but in the future bank credits are considered as an option.
Construction contractor for the facility is being picked now from a number of Russian, Turkish and Chinese companies.
New Department of Internal Affairs in Tyumen
The city of Tyumen will get a new department of the internal affairs. On July 28 the department was officially registered in the Federal Tax Agency as a legal entity. Dmitry Shilovskih was appointed acting director. The department will include 10 offices to service administrational districts of the city. The number of militiamen will increase by 10%.
